How Much Does It Cost to Build an AI Lab? Real 2026 Tender Prices

Updated 2026-10-06All figures from public sources

What an AI lab really costs is not answered by a vendor quote sheet but by public tender and award notices. We pulled the 2026 government procurement notices we could verify, placed the budget, the price cap and the winning bid side by side, and turned them into a range you can use to judge whether a quote is reasonable.

First, the conclusion: three real price tiers

Every figure below comes from a public notice published by the buyer and can be checked at the source links at the end of this page.

Guangxi Logistics Vocational and Technical College - Embodied AI training base (outside catalogue)Embodied AI training base--RMB 2,638,5002026

In one sentence: a teaching platform plus software can be delivered for RMB 800,000 to 1,000,000; a base with robot hardware and scenario training starts at RMB 2.6 million. Neither figure includes civil works or interior fit-out.

Why there is no single price for an AI lab

The same phrase covers very different scopes. An 「AI lab」 may be a room with 40 terminals, or a two-floor training base with humanoid robots and a data collection zone. Six variables drive the number:

  • Floor area and renovation scope. A 2026 procurement plan from Tongji University covers roughly 2,200 square metres of AI industry-education space, where flooring, wall and ceiling finishes and electrical works are a separate bill of quantities.
  • Whether robot hardware is included. This is the variable most likely to double the budget; humanoid and quadruped platforms are priced per unit.
  • Compute and terminals. Training servers, inference servers and the number of student terminals.
  • Software and course content. In the Capital Medical University basic-sciences project a single virtual simulation software line item is RMB 279,500 — content, not hardware, is often the largest single cost.
  • Integration and commissioning. Multi-vendor equipment and platform integration.
  • Training and operations period. Three years of operations versus one-off acceptance produce completely different pricing structures.

Case one: how a RMB 998,600 budget became a RMB 948,300 award

Capital Medical University's 「AI Introduction general-course experimental teaching platform, phase two」, project number XHTC-HW-2026-0487, tendering agency Xinhua Tendering Co. The notice gives three prices: budget RMB 998,600, price cap RMB 954,750, winning bid RMB 948,300, with an evaluation score of 96.6 and an agency service fee of RMB 13,513.

That chain is worth copying into any budget request: the budget sits about 4.4% above the cap, the cap about 0.7% above the winning bid, and the final price lands near 95% of the budget. If your approved budget is RMB 1 million, a reasonable award range is roughly RMB 940,000 to 960,000.

Case two: the same university, a RMB 845,700 software-led project

In the same batch, project XHTC-HW-2026-0485 - 「2026 School of Basic Medical Sciences AI-enabled teaching resources and platform」 - was awarded on 24 July 2026 at RMB 845,700 through single-source procurement, with an evaluation score of 90.20 and an agency fee of RMB 12,051. The main line item is virtual simulation teaching software at RMB 279,500 per set.

Compared with case one: when hardware is a small share and software and resources dominate, the same institution's AI lab lands around RMB 850,000. That is also the safest starting point for many institutions — build the platform and course resources first, add robots and a training zone in phase two.

Case three: a RMB 2,638,500 embodied AI training base

Guangxi Logistics Vocational and Technical College's 「embodied AI training base (outside catalogue)」, project number GXZC2026-J1-003096-JDZB, was awarded at RMB 2,638,500 to Guangxi Weisidun Technology Co. The 「outside catalogue」 wording means the procurement fell outside the centralised catalogue and followed a decentralised process.

This tier normally covers several robot platforms, a training and data-collection environment, supporting compute and a teaching system. The moment a scope of work contains 「embodied AI」 or 「training base」, the budget must start at RMB 2.5 million, and RMB 3 million is more comfortable.

Four costs that are easy to leave out

Cost itemReal figures from public noticesWhat to watch
Tendering agency service feeRMB 12,051 and RMB 13,513Calculated in tiers on the award value; usually borne by the winner
System integration and commissioning-Easiest item to miss with multiple vendors
Course and content productionVirtual simulation software at RMB 279,500 per setContent priced far above hardware is normal
Training and operations-Charged per year; three years versus one are different structures
Note: all amounts come from public notices published by the buyers. Comparability across regions and procurement methods (open tender, competitive negotiation, single source) is limited. Use the ranges to sanity-check a quote, not a single figure as a benchmark.

FAQ

What is the minimum cost of an AI lab?
Judging from public awards, software- and teaching-platform-oriented projects land between RMB 800,000 and 1,000,000: two Capital Medical University projects were awarded at RMB 845,700 and RMB 948,300. Projects that include robot hardware go above RMB 2.6 million — a vocational college embodied-AI training base was awarded at RMB 2,638,500. Neither figure includes civil works or interior fit-out.
How far apart are the budget and the price cap?
For the Capital Medical University AI teaching platform (phase two), the budget was RMB 998,600 and the price cap RMB 954,750 — a gap of RMB 43,850, about 4.4%. The winning bid came in at RMB 948,300, a further RMB 6,450 below the cap. Buyers typically build in a 4-5% margin first.
Why can similar projects differ two- to threefold in price?
Four things decide it: whether robot hardware and compute are included, how much of the cost is software and course content, whether site renovation is in scope, and how many years of operations and training are required. A teaching-platform-only project stays under RMB 1 million; a base with robots and scenario training jumps past RMB 2.6 million.
Which costs are most often left out of the quote?
Public notices show at least four: the tendering agency service fee (RMB 12,051 and RMB 13,513 for the two Capital Medical University projects), system integration and commissioning, course and content production, and post-acceptance training and operations. Depending on the project these may be borne by the buyer or the winner — fix the boundary before negotiating.
